With reference to paragraph 2 of
Your Lordship's Despatch No. 38 of the 21st. February last
enclosing for my consideration copies of correspondence
with the Board of Trade with regard to Ordinance No. 5 of
1905 entitled "An Ordinance further to amend the Merchant
Shipping Ordinance, 1899, and for further purposes", I
have the honour to explain, with respect to the criticism
of Clause 4 contained in the Board of Trade's letter of the
14th. February that the repetition at the end of that
clause of matters which are referred to in the regulations
in Table 'E', appears to be justifiable on the ground that

it calls attention to important points which might be over-
-looked and tends to prevent confusion in the interpreta-
-tion of the section by those who will be affected.
